This is one of the multiple Snow-1 repunched dies, caused by a defective punch that carried across a handful of different dies.  The 'nub' under the flag of the '1' is obvious, and repunching can be seen on the '7', however some grubbiness around the date makes it more difficult.  Not Snow-1b.  The color is not all that great, so discounted a bit accordingly.
